Phantasms do spell or attack dmg poems. Spell damage scales spell skills. Melee damage scale melee attack damage (melee is always an attack). Now the main rule is that attack and spell are mutually exclusives. Skills with the attack tag never scale with spell damage and spells are never attacks. Lacerate is ranged, the majority of bow skills are ranged, etc. If the ability has an attack tag, its an attack, regardless of it being melee or ranged. Attack scale by weapon, spells scale by level.
