Phantasms do spell or attack dmg poems. Spell damage scales spell skills. Melee damage scale melee attack damage (melee is always an attack). Now the main rule is that attack and spell are mutually exclusives. Skills with the attack tag never scale with spell damage and spells are never attacks.
